About the Organization

ARROW strives to enable women, non-binary people and young people to be equal citizens in all aspects of their lives by ensuring their sexual and reproductive health and rights are achieved.

Established in 1993 upon a needs assessment arising out of a regional women’s health project, where the originating vision was to create a resource center that would ‘enable women to better define and control their lives’, ARROW is a regional non-profit women and young people’s organization based in Kuala Lumpur, Malaysia.

Job Responsibilities

Websites, E-news Bulletin and Social Media

Website and E-news Bulletin:

  • Lead the creation, development and management of the organisational and selected project and campaign websites and blogs as appropriate. Develop content for these, in collaboration with programme staff and partners if and when needed.
  • Implement and ensure online security measures, as well as assure that web-based information is archived for future needs and reference.
  • Lead timely and regular development and dissemination of ARROW’s online e-news publications, ensuring quality content. Building and maintaining this as a key resource for keeping abreast of developments related to SRHR regionally and globally, as well as for ensuring visibility of ARROW and partners’ initiatives, products and services.
  • Track and report on all site metrics, as well as regularly solicit feedback from ARROW’s stakeholders to ensure that the websites and e-bulletins effectively accomplish its goals and respond to the needs of ARROW’s stakeholders.

Social Media

  • Be in the lead in maintaining and developing social media accounts and platforms; and develop content for these, working with programme staff and partners if and when needed.
  • Strategise ways to provide support and assistance to programme staff to utilise and engage actively with ARROW’s social media platforms.
  • Put in systems to utilise social media for information dissemination, popularising of SRHR issues, building ARROW’s visibility and credibility, as well as for advocacy and social change.
  • Keep current with developments new media and technology, ensuring that ARROW benefits from these.
  • Track and report on metrics of all ARROW’s social media platforms, as well as regularly solicit feedback from ARROW’s stakeholders to ensure that these effectively accomplish its goals and respond to the needs of ARROW’s stakeholders.

Other Infocom and Programme-Related Tasks and Advocacy

  • Develop and implement online marketing plan for ARROW’s websites, blogs, e-news bulletin and social media platforms.
  • Develop print and video interviews, media releases, letters to the editors, press kits, brochures and other promotional materials, and disseminate these through appropriate channels, including but not limited to ARROW’s websites, media outlets, social media platforms, conferences and events and other means.
  • Lead the initiation and implementation of capacity development workshops on new media and technologies, including on the use of information technology, and social media for social change.
  • Responsible for building ARROW’s outreach strategically, and to increasing access to, subscription to and usage of its products and services, as well as in building ARROW’s contacts database.
  • Responsible for building and managing media and outreach relationships, including with alternative, mainstream and online media organisations and individuals, as well as with other key stakeholders in the SRHR, women’s and other social justice movements.
  • Contribute to and support publications development of the organisation, including the ARROWs for Change bulletin, organisational annual reports, and research and monitoring publications.
  • Organise and manage face-to-face and online events, such as satellite and parallel sessions, round table discussions, project meetings, training workshops, press conferences, publications launch, exhibit booths and other relevant events. As part of this, also develop and manage the budget for these events.
  • Provide quality, prompt and timely information, knowledge sharing and research support to ARROW’s internal and external stakeholders.
  • Responsible for expansion of the ARROW resource collections (in print and digital formats, images and videos), such that it remains current, relevant and accessible, by recommending resources related to SRHR in various formats.

Project Coordination/ Management

  • Ensure high quality development and implementation of Annual Project Work Plans, and review and revise them periodically as the need arises.
  • Assist to develop and implement project review, monitoring and evaluation mechanisms.
  • Prepare high quality narrative reports for ARROW’s own and funders’ requirements, as well as contribute to quarterly progress report and annual organisational reports.
  • Manage and monitor project budgets and disbursements, and work with the Finance team in developing accurate financial reports and their timely submission to donors.
  • Co-ordinate contracts, terms of references (ToR) and agreements related to projects.
  • Build and sustain relationships with donors and relevant stakeholders for initiatives being handled.
  • Liaise with, and provide appropriate coordination to any consultants, other ARROW programme/project officers related to outputs that are part of the project.
  • Liaise with, and provide appropriate guidance, supervision and coordination to any consultants, short-term contractual personnel, vendors and interns to ensure high quality and timeliness.
  • Troubleshoot on any problems that arise, consulting the Programme Manager and other ARROW staff as needed.
  • Report regularly to the Programme Manager, on the progress of activities/tasks assigned, and to inform on any issues, which are potentially detrimental to the organisation.

Other Project-Related Tasks

  • Support the implementation, monitoring and evaluation of ARROW’s Information and Communications strategy.
  • Contribute to other Infocom team tasks, such as increasing ARROW’s online presence through our website and social media; building of ARROW’s outreach strategically; increasing dissemination, access to and usage of all its products and services; and help expand the resource centre collections.
  • Contribute to ARROW’s advocacy efforts by contributing to or leading the writing of position papers, campaign statements, calls to action, outcome documents and similar outputs.
  • Organise and manage face-to-face and online advocacy and knowledge sharing events, such as meetings, satellite and parallel sessions, round table discussions, publications launch, and others.

Partnership Management

  • Build and sustain harmonious relationships with the project partners, taking into consideration that they are also ARROW’s partners for other projects and that most of them are long-term partners, and taking into consideration ARROW’s partnership principles.
  • Maintain regular communications with the project partners and provide support to partners to enable them to perform and fulfil project outputs.
  • Ensure that partners deliver high quality project outputs in a timely manner.
  • Ensure that partners submit project technical and financial reports that comply with ARROW and donors’ requirements.
  • Find solutions to meet project requirements as needed.

Capacity Strengthening and Advocacy

  • Conceptualise, organise and implement project meetings and capacity-strengthening workshops in collaboration with the Programme Manager and with the support of consultants and other staff as needed.
  • Support partners in various ways to ensure strengthening of their capacities.
  • Lead the projects’ advocacy planning, coordination and implementation, particularly for national advocacy in addition to the global and regional advocacy. This may include organising and managing face-to-face and online advocacy and knowledge sharing events, such as meetings, satellite and parallel sessions, round table discussions, publications launch, and others.
  • Contribute to ARROW’s advocacy efforts by leading the writing of position papers, toolkits, input papers to Special Rapporteurs Report, campaign statements, calls to action, outcome documents and similar outputs related to the project, and contributing or leading the writing for such organisational outputs.
  • Represent ARROW among its stakeholders at meetings and conferences nationally, regionally and internationally.

Organisational Development and Team Tasks

  • Support the implementation, monitoring and evaluation of ARROW’s strategic plan.
  • Contribute to other shared programme tasks of ARROW, such as joint advocacy planning and development, information scanning, visitor orientation, publication outputs, promotion of ARROW, and others.
  • Lead or assist in the planning, implementation and evaluation of programme meetings, such as the annual Programme Advisory Committee Meeting, and Partners’ meetings.
  • Contribute to and participate in organisation-wide tasks, such as staff meetings, staff capacity development activities, annual retreat, evaluation and planning meeting, staff representation at Management Team and Board of Directors’ meetings, visitor orientation, and others.
  • In collaboration with the Executive Director, Deputy Executive Director, Programme Director and Programme Manager, provide substantive contributions to the development of funding proposals if and when required.

General/Others

  • Seek and manage input from the Programme Team, the Programme Advisory Committee, Board, partners, as well as other relevant parties, as needed, on work assigned.
  • Managing correspondences related to the post, ensuring that the Programme Manager is copy furnished to these; filing and administrative work related to the performance and reporting of the position.
  • Participate in negotiations with the Programme Manager in the development of appropriate performance criteria for the position.
  • Performing any other tasks related to meeting ARROW’s strategic plan.
  • Performing any other tasks as assigned by the Programme Manager.
  • Reporting/Liaison and Coordination
  • The Senior Programme Officer is directly accountable to the Programme Manager.

Education Qualification/Required Skills & Experience

  • 8 to 12 years of relevant experience with knowledge of the Asia-Pacific region.
  • Bachelor’s degree or equivalent standard of education in development, public health, gender and women’s studies, social science, journalism, international affairs or any related field.
  • Capacity to conceptualise, implement and manage a publications strategy, thereby strategically positioning ARROW as a key organisation working on gender and SRHR in the Asia-Pacific region and globally.
  • Experience managing on-line communications using content management systems and working with programmers to customise sites for higher functionality; website development skills a plus;
  • Demonstrated experience in implementing social media strategies; ability to use new information and communication technology and social media as principal channels for advocacy, media engagement and outreach;
  • Broad-based media/communications experience, including in maintaining relationships with the corporate and alternative media, developing information media resources and products, and organising events a plus;
  • Ability to use new infocom technologies and social media and have a solid understanding of design and its relationship to messaging; Knowledge of publications design software a must; Knowledge of video production, website management and photography a plus.
  • Excellent written, verbal and presentation skills (fluency in English is essential; knowledge of other UN languages and key Asia-Pacific languages a plus).
  • Demonstrated experience in writing, editing, developing and production of a wide range of print and online publications, communications and advocacy products.
  • Demonstrated skills in capacity building and in networking and partnership building;
  • Excellent planning and organising skills; is flexible and can manage a periodic high workload; ability to multi-task and prioritise; can work effectively, efficiently, diplomatically and calmly; and can quickly understand and optimise new skills, processes and procedures;
  • Strong project planning, implementation and monitoring skills.
  • Ability to develop and deliver trainings related to advocacy and programme implementation.
  • Passion for, commitment to, and strong understanding of sexual and reproductive health and rights issues, as well as women’s rights and gender studies, human rights and/or related fields; in particular, expertise on universal access to SRHR and on religious fundamentalisms’ impact on SRHR is highly desirable.
  • Knows how to use a rights and justice framework, and is familiar with commitments made within international human rights instruments such as but not limited to ICPD PoA, Beijing Platform of Action SDGs, CEDAW and UPR.
  • Excellent planning and organisational skills; is flexible and can manage a periodic high workload; ability to multi-task, prioritise and meet multiple deadlines; can work effectively, efficiently, diplomatically and calmly in a multi-cultural environment; and can quickly understand and optimise new skills, processes and procedures.
