Established in 1951, IOM is part of the United Nations System and stands as the leading intergovernmental organization in the field of migration.
With 175 member states, a further 8 states holding observer status and offices in 172 countries, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing support to migrants across the world, developing effective responses to the shifting dynamics of migration and providing advice on migration policy and practice.
The organization collaborates with governmental, intergovernmental and non-governmental partners to improve the resilience of people on the move, particularly those in situations of vulnerability. It also works closely with governments to manage all forms of mobility, and their impacts. This work includes operations in some of the most complex emergency settings in the world.
Job Description
IOM as the custodian of the Global Compact on Safe, Orderly and Regular Migration, is addressing the migration support and management component in resilience development for capitalizing and strengthening migration as a climate adaptation strategy in rural livelihoods. This is through a Joint Programme (JP) with the Food and Agriculture Organization of the United Nations (FAO). The JP is aligned with Objectives 2, 3, 7 and 19 of the GCM, which look at - minimizing the adverse drivers of migration, providing information networks in migration support, reducing vulnerabilities in migration and capitalizing on migrant and diaspora contribution, in the places of origin.
Rural districts in Telangana are at the crossroads of international migration, therefore, require a coordinated, multilateral, multi-sectoral and multi-stakeholder response mechanism that places beneficiary needs and capacities at the centre of intervention design and implementation. Migration, has the potential to help improve the asset base related to agriculture, particularly for households with liquidity constraints. There is lived experience of those households with migrant members being able to either buy land, purchase rainwater tanks or invest in alternative livelihoods such as poultry, piggery and others for income diversification. The JP will aim to catalyse efforts for bringing about an integrated mechanism to address highlighted gaps and to respond to the needs of rural, climate affected areas Telangana, with migration support and management.
Under the overall supervision of the Joint Programme team at IOM, the consultant will be responsible for fulfilling technical, administrative and operational tasks related to the implementation of project deliverables for addressing the challenges derived from the interplay of migration, agriculture and climate change.
Job Responsibilities
- Work with and engage migrant workers and the targeted communities on the joint programme.
- Support programme research, develop and facilitate training and workshops, conduct programme outreach, strengthen grassroots relationship building exercises, and coordinate with implementing partners and stakeholders of the programme.
- Support the establishment and operations of local Migrant Resource Centers in key districts.
- Programme implementation with deliverables related to migration mobility, climate resilience, sustainable agriculture and micro-enterprise.
- Work on financial inclusion and explore linkages with financial institutions.
- Draft regular progress reports, project updates, talking points, and briefing materials related to beneficiaries and stakeholder’s capacity building and private sector engagement as needed.
- Support the M&E of the Joint Programme, with field level presence, regular report writing and timely submission.
- Strengthen and diversify the outreach and impact of the joint programme in the targeted areas, using local experience and knowledge.
- Liaison with local counterparts, non-governmental organizations, government and other relevant stakeholders.
- Facilitate the translation of training modules, technical reports and proofread translated materials to ensure alignment with the original version
- Maintain the joint programme intervention database and consolidate participants’ feedback for each training session.
- Perform such other duties as may be assigned.
Performance indicators for the evaluation of results
- Robust and timely reporting, along with quality reporting on all aspects at the state level.
- Coordination, monitoring and evaluation skills, working alongside the state level Implementing Partner
- Expertise and capacity to undertake and complete field level assignments as and when required under the Joint Programme.
Education Qualification/Required Skills & Experience
- Master’s degree in the field of Social Sciences, Human Rights, migration/mobility or a related field from an accredited academic institution with at least five years of relevant professional experience; or
- Completed High School degree from an accredited academic institution, with six years of relevant professional experience
Experience
- Proven experience working with migrant workers and rural communities, undertaking research studies and supporting setting up of enterprises, with a strong understanding of intersectionality in human rights issues.
- Experience in project management in migration and mobility, gender equality and inclusion, community development, climate change impacts, rural entrepreneurship and skill building, and report writing.
Experience working with Government counterparts, UN agencies and/or non-governmental organizations is considered an asset
Skills
Essential:
- Working knowledge of labor migration and a broad range of migration related subject areas dealt with by the Organization
- Knowledge of country and sectoral risks related to labor and human rights, especially for women and disadvantaged communities.
- Strong quantitative business analysis skills, attention to detail, and high level of accuracy
- Advanced or intermediate excel skills
- Strong communication skills
- Fluent in both, spoken and written English, and Telugu and working proficiency in Hindi is considered an asset.
Desirable:
- Expert knowledge of ethical trading practices, management systems on labour rights, and due diligence on responsible business conduct
- Previous experience of working with UN agencies
