Job Description

  • Play a crucial role in business development activities in Public Finance Management (PFM), including proactive opportunity identification, partnership scouting, proposal development, and concept note creation.
  • Support senior management and leadership in business development initiatives across key focus areas:
  • Government budgeting and financing processes, Treasury Single Account (TSA), real-time/need-based fund disbursement, Chart of Accounts (CoA), fiscal reporting, fiscal policy, and expenditure management.
  • Enhancing transparency and accountability in public sector financial operations, budget preparation, execution, financial reporting, and expenditure management.
  • Leveraging digital tools and technologies to improve governance, enhance service delivery, and promote transparency.
  • Understanding local government operations, decentralisation processes, service delivery, and capacity building.
  • Designing strategies to improve efficiency, accountability, and responsiveness of state institutions.
  • Applying strong analytical and strategic planning skills to identify and address complex financial management issues.

Job Responsibilities

Business Development

Opportunity Identification:

  • Identify potential business development opportunities by tracking industry trends, market dynamics, and emerging issues in PFM and digital governance.
  • Conduct risk assessments, recommend mitigation strategies, and develop action plans to enhance digital PFM systems.

Proposal Development:

  • Lead in drafting, conceptualising, and refining proposals/concept notes, ensuring alignment with organizational goals.

Relationship Building:

  • Build strong relationships with government and private stakeholders (think tanks, DPI firms, etc.) and donors/funders (philanthropies, multi laterals, bilateral).
  • Strengthen client relationships through effective communication and engagement initiatives.

Knowledge and Expertise Building:

  • Provide thought leadership and contribute to the development of best practices in public financial management.
  • Continuously enhance expertise through ongoing learning, training, and participation in relevant forums.

Brand Marketing:

  • Author/co-author publications capturing innovative ideas, emerging trends, and future opportunities.
  • Engage in digital media dialogues and marketing activities to promote MSC’s work and publications.

Business/Project Execution

Planning and Implementation:

  • Lead or support planning and execution of medium/large technical assistance assignments, ensuring efficient delivery.
  • Assess existing financial management systems and advise on reforms to improve fiscal management, efficiency, transparency, and accountability.

Client Relationship Management:

  • Establish strong rapport with client organizations to facilitate successful assignment execution and effective collaboration.

Quality Control & Publication Contribution:

  • Ensure the quality of deliverables, including reports, data analysis, training courses, research papers, and technical assistance.
  • Contribute to developing MSC’s toolkits and publications.

Human Capital Development

  • Feedback and Continuous Improvement:
  • Conduct Quality of Delivery assessments post-assignment and seek input for improvement.

Knowledge Sharing and Mentoring:

  • Share expertise with team members and actively mentor colleagues to support their professional development.

Personal Development and Skill Acquisition:

  • Continuously acquire new skills and knowledge to enhance human capital within the team.

Knowledge Development & Thought Leadership

  • Develop thought leadership content, including policy briefs, research papers, and blogs on public finance, social protection, and governance reforms.
  • Stay updated on trends in government programs, public policy, and digital transformation to inform MSC’s advisory services.
  • Contribute to MSC’s learning agenda by sharing insights from projects and global best practices.

Collaboration with MSC Global Teams

  • Coordinate with MSC’s global practice leads and regional teams to develop strategies for government advisory services.
  • Work with MSC’s cross-functional teams during project execution to leverage internal expertise.
  • Contribute to MSC’s global knowledge repository by documenting insights and learnings from projects.
  • Participate in global strategy discussions to identify opportunities for scaling MSC’s government advisory services.

Team Leadership & Development

  • Build, mentor, and guide the team to foster professional growth and development.
  • Encourage collaboration and innovation through an inclusive work environment.
  • Provide technical and managerial oversight to project teams, ensuring alignment with client expectations and MSC’s quality standards.

Education Qualification/Required Skills & Experience

  • MBA or Master's degree in one of the following fields:
  • Economics
  • Finance
  • Public Policy
  • Public Administration
  • Accounting
  • Impact Analysis
  • Digital Governance
  • Other related fields

Other Requirements:

Substantial experience in:

Conducting in-depth Public Finance Management (PFM) and thematic research.

  • Government consulting and advisory services.
  • Independently developing concept notes.
  • Contributing to the creation of knowledge documents.
