Established in 1976, the National Institute of Urban Affairs (NIUA) is a premier institute of Ministry of  Housing and Urban Affairs, Government of India, for research and capacity building for urban sector in  India. Job Responsibilities

The Consultant-Budgeting-IT, hereafter called CBIT, will assist the Budget Division in MoHUA in analysing the data on Public Financial Management (PFM) in Urban Governance and its presentation using subject knowledge and technology so as to contribute to Decision Support System towards efficient allocation and utilisation of funds. His primary responsibilities will include PFM data analysis including trend analysis and forecasting for critical areas such as Urban CAPEX and Non Tax Revenue, expenditure and financing patterns of Urban Local Bodies across the country; Budget Monitoring; preparation of key Budget and expenditure related reports including those for FRBM compliance purpose (in excel and any other Database software) on regular basis as per schedule determined by Ministry of Finance and JS&FA MoHUA; converting data in graphical(including GIS where required) and presentation mode, as and when required.

Education Qualification/Required Skills & Experience

  • A degree in a relevant field (e.g., Commerce, Computer Science, Information Technology, Data Science, Business Analytics). Candidates with atleast bachelors degree shall be eligible. Masters, specially MBA shall be preferrable.
  • Certifications such as CFA, AACSB, Data Science Professional Certificate,  Microsoft Certified: PowerPoint Expert, Excel Certification, or related areas.

Work Experience

  • At least 2 years of experience in relevant sector, i.e PFM (with IT). Higher experience shall be preferred.
  • Candidates with experience of  working in Government Ministries/Departments  in PFM and/or IT  roles shall be preferred.
