Project Background-

Lymphatic Filariasis (LF) and Visceral leishmaniasis (VL) are two serious public health problems on the Indian subcontinent, causing high morbidity and mortality. The governments in the region have launched elimination initiative for both these diseases. The Govt of India (GOI) goal is to eliminate LF and VL, i.e. Reduce annual incidence of the disease to less than threshold levels at the sub district (block) level.

Piramal Foundation, through generous funding from BMGF, is providing strategic leadership and on-ground implementation support to the overall VL and LF elimination program in Bihar and Jharkhand in close partnership with respective departments of State Government and the National Vector Borne Disease Control Program (NVBDCP).

This project aims to contribute to the Government's comprehensive initiative to eliminate Lymphatic Filariasis (LF) and Visceral Leishmaniasis (VL) from the states of Bihar and Jharkhand.

The key strategies for the elimination of lymphatic filariasis (LF) are: Mass Drug Administration (MDA) and Morbidity Management & Disability Prevention (MMDP). The key strategies for Visceral Leishmaniasis (VL) or Kala Azar is Early Case identification & complete treatment and Indoor Residual Spray in all villages reporting any VL cases in last 3 years. 

The strategic goal and primary outcome of the project is to support the Government of Bihar and Government of Jharkhand to attain sustainable elimination of LF and LF in the two states.

Summary-

The SPL/PM - Communitization is responsible for driving community engagement initiatives to support Lymphatic Filariasis (LF) and Visceral Leishmaniasis (VL) programs, with a strong focus on designing and implementing targeted campaigns for Panchayats, Education, NGOs, youth, and media. This role emphasizes fostering collaboration with local communities, stakeholders, and partners to ensure active participation and program ownership. Key responsibilities include developing strategies to mobilize communities, addressing their needs, and ensuring the sustainability of interventions. A critical focus area is designing impactful campaigns tailored for Panchayats, NGOs, youth groups, and media outlets to raise awareness, encourage participation, and strengthen community-driven action. The SPL/PM - Communitization will oversee the creation of communication materials, ensuring targeted messaging reaches diverse demographics effectively. Responsibilities also include managing stakeholder relationships, delivering regular updates through newsletters, and highlighting successes and upcoming initiatives. Through assessments, training, and progress monitoring, the SPL/PM - Communitization ensures the program achieves its goals. Strong leadership and communication skills are essential for enhancing program outcomes and promoting community health.

Key Responsibilities-

  • Develop strategies and operational modalities to engage local communities in Lymphatic Filariasis (LF) and Visceral Leishmaniasis (VL) programs.
  • Create targeted campaigns for specific audiences such as Panchayats, NGOs, youth, and media.
  • Monitor campaign impact and adapt strategies as needed.
  • Develop products related to Communication that are in line with the VL and LF elimination program
  • Build and maintain relationships with local leaders, health workers, government officials, and community representatives.
  • Coordinate with partners to align efforts and ensure smooth execution of initiatives.
  • Provide ongoing coaching and resources to the operations team to enhance their communication skills and engagement techniques.
  • Conduct assessments to evaluate the effectiveness of community-driven initiatives.
  • Track progress and prepare reports to ensure alignment with program objectives.
  • Develop communication procedures and policies in consultation with program leadership.
  • By focusing on these responsibilities, the PM Communitization plays a crucial role in enhancing program visibility, ensuring stakeholder alignment, and fostering sustainable community participation.
  • Travel to districts/blocks as needed (up to 20% - 30% of the time).
  • Assist with other communication and documentation tasks as directed by the supervisor.
  • Coordinate with COE and OPS teams to ensure timely delivery of assigned tasks.

Desirable Qualification & Experience

Essential:

  • A Master’s Degree/PG Diploma in Mass Communication, Development, public health or related field.
  • At least two years of progressively responsible experience in handling Communitization in the social/development field;

Preferred:

  • Minimum 3-5 years of experience in community engagement, public health programs, or social development projects.
  • Proven track record of designing and implementing successful community campaigns.
  • Experience working with government institutions, NGOs, or local governance bodies like Panchayats.
  • Demonstrated ability to manage stakeholder relationships and foster collaboration.
  • Familiarity with the operational challenges in rural and underserved areas.
