SEARCH (Society for Education, Action and Research in Community Health) is a non-government organization registered as a public trust and charitable society in India. (Reg. No: MH 35-85-GAD, F-224-GAD). It was founded in 1985 by a doctor couple, Abhay Bang and Rani Bang.

Inspired by the life and philosophy of Mahatma Gandhi, trained respectively as a physician and a gynecologist, and after studying at the Johns Hopkins University USA, for their Master of Public Health, Drs. Bang returned to India. Their dream was to develop an institution of community health which provided health care to the local population, and generated knowledge for the global community by way of research.


A district wide tobacco and alcohol control program, called ‘Muktipath’ is being implemented across Gadchiroli district, Maharashtra. Gadchiroli is an underdeveloped ‘border’ district in the Indian state of Maharashtra, with 80% of its geographical area under forests and tribal constitutes about 40% of its population. The Government of Maharashtra has banned some oral tobacco products including gutkha and scented tobacco in the state, while alcohol is banned in Gadchiroli district and its neighboring Chandrapur. In spite of the ban, people in the district consume alcohol and tobacco on a large scale. Recent studies by SEARCH show 50% of the population consumes tobacco (mostly smokeless) and 41% of the males consume alcohol. The total annual out-of-pocket expenditure on these two substances in this poor district (1.2 million populations) is Rs. 3.5 billion.

‘Muktipath’ a joint initiative of SEARCH, Tata Trusts and the Government of Maharashtra, is a multi-pronged programme, aimed at improving awareness about tobacco, alcohol and their ill effects, creating a social environment that would eventually reduce the consumption of these, and rehabilitating addicts. Enforcing the ban through government action, mobilizing the community through village level committees, and research to generate evidence for replication and advocacy are key components of the intervention. The campaign rests strongly on participation from the government and from the community.

Role purpose:

The monitoring and evaluation officer has a key role to play in planning, monitoring and improvising project implementation at village and ward level. The post holder will collect, clean, analyze & manage data using Collect software (Collect is software developed by an IT company, SocialCops. It is used for project monitoring in Muktipath.) She/he will continuously monitor the work done by 12 block teams of Muktipath, prepare periodic reports based on the collected data and give feedback to block teams on their work.

Roles and Responsibilities

  1. Data Collection using ‘COLLECT’
    • Create, edit, and delete questionnaires in COLLECT as per need of the program.
    • Assign tablet computers to newly recruited block team members. Train newly recruited block team members to use COLLECT on their tablet computers
    • Coordinate with SOCIALCOPS to solve problems related to COLLECT software.
  2. Data Analysis
    • Download the data from COLLECT’s server every week; analyze it and prepare weekly, monthly, quarterly reports.
    • Send weekly report to all block teams, Director and Deputy Director of Muktipath.
    • Prepare feedback report based on analyzed data.
    • Send monthly and quarterly Reports to Mr. Mahesh Deshmukh (Team Leader, Research Department SEARCH)
  3. Data Verification and Data Quality Management
    • Do phone calls every week to verify data entered by block teams.
    • Correct mistakes in the data entry and inform block team members about it. Also suggest corrective actions.
  4. Field Visit
    • Do field visits to blocks. Coordinate with the Director and Deputy Director for field visits.
  5. Electronics Items Maintenance
    • Provide well-functioning tablet computers, laptops and LCD projectors to block teams.
    • Get the above items repaired, in case of breakdown.
    • Coordinate with Accountant, Muktipath for clearing up the bills.
  6. Administrative Responsibilities.
    • Send weekly plan and report to the Director, Muktipath.
    • Send monthly report to the Director, Muktipath.
    • Assist in organizing monthly training workshops for block team members at SEARCH.
    • Assist in the recruitment drives to recruit people in various block teams.
    • Help block team members to use tablet computers, laptops more efficiently.
    • Assist in organizing various stakeholder meetings at Muktipath District Office.
    • Listen to the Block Team Members patiently, intervene and help whenever and however possible. Appreciate the efforts of block team members and keep them motivated.
    • Assist in procurement of various items for Muktipath.
    • Coordinate with SEARCH administration whenever needed.

Qualifications and Essential skills

  • Bachelors or masters degree in engineering or computer science or statistics.
  • Minimum 1 year of work experience in development sector.
  • Ability to analyze and interpret data.
  • Efficient user of MS Excel, MS Word, MS PowerPoint.
  • Knowledge and understanding of social issues especially those affecting women and children
  • Ability to work both independently and as part of a team.



The position is for an initial fixed-term contract of 2 years, after which further employment is subject to performance and the continued availability of funds

Job Type: Full-time

Salary: ₹300,000 to ₹350,000 /year
