About the Organization
Gujarat Urban Development Mission (GUDM) is the State Level Nodal Agency (SLNA) for State of Gujarat is incorporated as registered “Society” Under the society Act & Bombay Public Trust Act-1950.
GUDM was established after successful implementation of “Urban Year 2005” to further continue and pursue the efforts of Urban Development.
Job Responsibilities
- Assist in the design, rollout, and integration of PLMS
- Provide technical inputs for the development and integration of ICT infrastructure of various portals to be attached with PLMS/ or from where PLMS will get inputs
- Monitor data analytics dashboards, and urban IoT solutions.
- Ensure compliance with data standards, cybersecurity guidelines, and interoperability frameworks (e.g., MeitY, MoHUA, GoG).
- Support capacity building and training of municipal staff in digital systems.
- Review technical documentation, RFPs, DPRs, and vendor deliverables for PLMS
- Liaise with service providers, ULB officials, TPAs, PIUs, SIs, etc.
- Support in monitoring KPIs.
- Recommend solutions for troubleshooting, coordinate with SI for prompt resolution
- Suggest recommendations for business process re-engineering as part of CUI’s governance support to UDD
- Suggest recommendations for improving UI/ UX
- Generate and analyse reports from various portals to check the system’s efficiency and usage
- Spearhead timely implementation of e-governance initiatives through regular coordination with stakeholders
- Help set up tech division in CUI to lead innovation
Education Qualification/Required Skills & Experience
- Master’s degree in Information Systems / ICT in Governance, MBA (IT / Systems) or related
- 12 years of relevant experience in e-governance implementation in municipal or public-sector projects
- Experience with digital service delivery, ERP, MIS, or citizen engagement platforms
- Experience of leading at least 2 urban tech led transformation projects
- Experience in IT infrastructure planning and interoperability frameworks
- Hands-on experience with developing/ designing dashboards, mobile apps for urban services
Familiarity with:
- APIs and interoperability protocols
- Cloud computing and hosting environments
- Open Data Platforms and IoT-based Smart City systems
Certifications (preferable)
- Project Management Professional (PMP) o Prince 2/ Agile/ Scrum o ITIL (Information Technology Infrastructure Library)
- TOGAF (Enterprise Architecture Framework)
- Certifications in Cybersecurity or Smart City Technologies o Courses by MeitY, NIC, or National e-Governance Division (NeGD) architecture
Other skills
- Project Management of e-governance platforms
- Understanding of data security, privacy regulations, and GovTech
- Familiarity with Tools: GIS, eGov ERP, SAP, Java/.NET frameworks, MS Power BI, etc.
- Strong coordination and communication with multiple stakeholders, including ULBs, IT vendors, consultants, and citizen groups
- Analytical thinking and solution-oriented mindset o Ability to translate tech into user-friendly services for citizens
Desirable age criteria for applying to the post is maximum 62 Years
