About the Organization
Gujarat Urban Development Mission (GUDM) is the State Level Nodal Agency (SLNA) for State of Gujarat is incorporated as registered “Society” Under the society Act & Bombay Public Trust Act-1950.
GUDM was established after successful implementation of “Urban Year 2005” to further continue and pursue the efforts of Urban Development.
Job Responsibilities
- Help establish a PPP unit at CUI and Identify and prioritize potential PPP projects across Gujarat’s urban sectors (water, sanitation, solid waste management, transport, housing, energy efficiency, etc.).
- Advise on project structuring models (BOT, BOOT, HAM, DBFOT, Management Contract, etc.), work with ULBs on the same with CUI
- Provide guidance in preparation of standard RFQ (Request for Qualification), RFP (Request for Proposal), and draft Concession/PPP Agreements.
- Conduct project risk analysis, including identification, allocation, and mitigation strategies for shelf of projects being developed in coordination with CUI
- Support project marketing and assist in investor outreach, roadshows, and stakeholder meetings.
- Advise on regulatory and legal frameworks, including compliance with Gujarat Infrastructure Development Act, 1999 (as amended) and other applicable guidelines.
- Build capacity of municipal and parastatal staff through workshops, trainings, and knowledge-sharing sessions in coordination with GUDI
- Prepare regular project progress reports and assist in project implementation monitoring during the initial stages post-award. This can be incorporated in PLMS
Education Qualification/Required Skills & Experience
- Master’s degree or higher in Finance/ Economics/ Planning or other relevant
- 8 years of relevant experience in developing, structuring, or advising on PPP projects.
- Experience in the following urban infrastructure sectors
- Transport (metros, roads, parking)
- Water and sanitation
- Affordable housing
- Energy (urban renewable grids, street lighting), etc.
Direct involvement in
- Project feasibility studies (technical, financial, legal, environmental)
- Financial modeling and risk analysis
- Procurement and tendering processes
- Negotiating PPP contracts (Concession Agreements, Service Agreements)
- Monitoring and managing PPP performance during implementation
Technical skills
- PPP structuring and financial modeling.
- Risk assessment and allocation strategies. o Familiarity with legal and regulatory frameworks for urban PPPs.
- Strong command over project finance principles.
Certifications (advantageous)
- CP3P Certification ("Certified PPP Professional" — APMG International). o PMP (Project Management Professional)
- Specialized PPP training from institutions like World Bank Group (PPP Certification Program)
Other skills
- Strong coordination abilities with multiple stakeholders including local bodies, local governments, and community organizations
- Excellent communication and stakeholder management skills
- Strategic thinking and policy development
- Excellent report writing and presentation skills
- Experience working with municipal governments will be advantageous
Desirable age criteria for applying to the post is maximum 62 Years
